Source or Originator:
It grew out of a complain against the British. Soldiers needed a place to stay during the war.

Argument Against:
Soldiers needed a place to stay that provided food during the war.

Court Case:
Engblom vs. Carey (1982)
Rights were violated during a statewide strike of correction officers that were evicted from their facility residences without notice and their residences were used by national guard without the officer's consent.

Contemporary:
No, it's no longer in use. Government can build it's own residence. It's self sufficient.
